Not only must Steinberg find common ground with Republicans – who are demanding another round of deep cuts and insist they won't vote for higher taxes – he has to attend to the desires of his fellow Senate Democrats who elected him leader and to the party's base voters. And he has to live up to the expectations of his caucus that he will help Democrats get elected to the state Senate.

Gov. Arnold Schwarzenegger announced today that more than 3,900 vehicles have been cut from the state fleet. Roughly 2,100 permits that allow state employees to take vehicles home have also been eliminated.

They're bellying up to the buffet tables, schmoozing with lobbyists and building up war chests for their never-ending campaigns.

"Anything you do, whether to cut or seek revenue, is going to require a vote of the people," Brown said. "That's really my plan – for the first time, level with the people and key up a couple of key choices on what the direction forward needs to be. I don't think the Legislature, with their lack of credibility, has the institutional credibility to do that."

The state also relied on federal stimulus funds last year to help stave off program cuts, and there is less available this fiscal year. Nearly all stimulus money for higher education has been spent, while stimulus money for Medi-Cal is set to end Dec. 31 unless Congress extends it.
