Roger Marxen retired in 1996 from the Public Utilities Commission. He has been a member of CSEA since 1962 and has served on several committees and has held many elected positions. Marxen has worked for many years with the Association of California State Supervisors (ACSS) including serving four years as their Director, after which he was elected Executive Vice President of CSEA for two years. Marxen previously served as legislative representative for District E and chair of the Incorporation Committee. He is an alternate representative for the California Senior Coalition.

District E covers North Central California including the counties of Alpine, Colusa, El Dorado, Nevada, Placer, Sacramento, Sierra, Sutter, Yolo and Yuba counties. This District contains 3 Chapters- Chapter 2 (Sacramento/Yolo Area), Chapter 15 (Auburn/Yuba/Placerville Area) and Chapter 165 (Sacramento & Out-of-State).
