Marilyn F. Hamilton, CSEA President
Marilyn Hamilton - a fixture at CSEA for half a century - is now president over CSEA's four affiliates representing more than 132,000 state workers and retirees.
She is believed to be the first retiree to be elected CSEA president in the organization's 80-year history. Although previous CSEA presidents may have retired after being elected to the post, Hamilton and other CSEA history buffs say this is the first time that delegates elected a retiree as president.
Hamilton, a newlywed who is better known by the last name of Ferrasci, has worked for all four of CSEA's affiliates in one way or another over the years. She is chair of the CSEA Bylaws and Governing Rules Committee and also serves as chair of the CSR's Bylaws and Governing Rules Committee. She held a similar position for CSEA's former Civil Service Division, where she was once director.

Russell Kilday-Hicks, CSEA Vice President
Russell Kilday-Hicks served as CSUEU Vice President for Representation from 2009 until mid-2012. In addition to heading up contract negotiations and campaigns, he led the CSUEU Representation Committee.
Before joining CSUEU, Kilday-Hicks worked as a baker in Connecticut and California and was a member of the Bakers, Confectioners and Tobacco Workers Union. He holds a BA in Technical and Professional Writing with an emphasis in journalism and women’s studies from San Francisco State University, where he currently is graphics coordinator in the campus’ Capital Planning, Design and Construction office.
Kilday-Hicks was four times elected president of CSUEU’s SFSU chapter, having previously served as an active steward, chapter vice president, Unit 9 representative, and Organizing Committee chair. For several years, he also served as chair of the CSUEU Communications Committee, producing University Employee, the union’s newspaper. He has served on many additional statewide committees, including CSEA’s and CSUEU’s Committee on the Future and as chair of CSEA’s Human and Civil Rights Committee. He has attended five CSEA General Councils, producing GC Times, a daily newspaper for all the delegates in 2005, 2007 and 2009.
Kilday-Hicks is a former chair of Berkeley’s Commission on Labor and a veteran of many campaigns and struggles, including: the Alliance for the CSU, and the anti-sweat shop and living wage movements. He is currently involved in the CSUEU Committee on the Future and Occupy Education NorCal and, of course, remains a steward in his workplace.
Kilday-Hicks has three children and three grandchildren. A native of West Haven, Connecticut, he and his family now live in Berkeley, Calif.

David Okumura, CSEA Secretary - Treasurer
Okumura was elected Secretary-Treasurer of CSEA at the 64th General Council in San Jose. He says it’s his opportunity to give back to others and serve state workers.
David received a Bachelors degree in accounting from CSU Los Angeles. In 1978, he joined the Employee Development Department as a tax auditor and later moved to the Department of Social Services as general auditor.
In 1986, Okumura joined the Department of Insurance as an associate Insurance Examiner. Labor issues became part of life when he started. David joined the SEIU Local 1000 Unit 1 Bargaining team. On the bargaining team he met current CSEA President Dave Hart. He also served as a Local 1000 DLC president from 1999-2000.
“The idea of having all of this responsibility -- it’s a daunting task,” he said. “Being a middle supervisor, I’m used to carrying out what comes down from the decision makers -- now I’m participating as one of those decision makers.”
Okumura says we need state employees to be proud members of CSEA and their respective affiliates through services, benefits, education and unity. |
